Sun Dongya, flood prevention and disaster mitigation expert, Ph.D., professor-level senior engineer, currently the chief engineer of the China Institute of Water Resources and Hydropower Research Engineering Technology Research Center for Flood Control and Drought Mitigation, and the Chief Engineer of the Ministry of Water Resources Engineering Technology Research Center for Flood and Drought Mitigation, and Flood and Drought Disaster Prevention Strategies and Risks of the Ministry of Water Resources Core member of management research and innovation team.
 
Born in April 1965 in Suiyang District, Shangqiu City, Henan Province, he was admitted to Chengdu University of Science and Technology (now Sichuan University) in September 1983. After graduating from university in 1987, he was admitted to the China Institute of Water Resources and Hydropower Research, where he studied for a master's degree in geotechnical engineering. From 1998 to 2000, he participated in doctoral studies at Wuhan University of Technology and obtained a doctorate degree in materials science.
 
He has been engaged in the research of dyke safety and flood prevention and rescue technology for a long time. Currently, he is conducting research on the subject of "Dyke Danger Evolution Mechanism and Rapid Detection of Hidden Hazards and Emergency Rescue Technology and Equipment" of the National Key Research and Development Program of the Ministry of Science and Technology of the Ministry of Science and Technology of the 13th Five-Year Plan. The numerical simulation analysis of the point method further deepens the understanding of the evolution law and collapse mechanism of dykes under complex conditions, and develops piping and contact erosion prevention technologies. Participated in the development of a variety of flood control products such as water spray combined flood control boats, flood control water retaining sub-dike chain bags, bank collapse management software rows, etc., as well as a number of river bank slope protection ecological engineering technologies, and participated in reservoir dams and dikes for many times Emergency rescue, dam break investigation, etc.
 
Since 2010, as a core member of the national mountain torrent disaster prevention and control project team, he has participated in the preparation of the "National Small and Medium-Sized River Management and Dangerous Reservoir Rehabilitation and Reinforcement, Flash flood Geological Disaster Prevention and Comprehensive Management Plan" and the "National Flash flood Disaster Prevention Project Implementation Plan" , Compose related technical requirements for mountain torrent disaster prevention, investigation, evaluation, monitoring and early warning. Currently assisting the Ministry of Water Resources in technical management of the construction of national mountain torrent disaster prevention and control projects and technical support for the national comprehensive risk survey of natural disasters (part of flood and drought disasters).
 
Participated in the compilation of "Ecological Water Conservancy Engineering Principles and Technology", "River Ecological Restoration", "Hydraulic Design Manual" (Second Edition, Volume 3), "Cook Memorial Collection-Concrete Faced Rockfill Dam" and other works, writing technology More than 60 papers. Participated in the compilation of the national standards "Technical Specifications for the Application of Geosynthetics" (GB/T50290-2014) and "Technical Specifications for Coastal Soft Soil Foundation and Dam Engineering" (GB/T50943-2015), the water conservancy industry standard "Flash flood Prevention Guidelines for Preparation of Preplans (SL666-2014), Design Guidelines for Monitoring and Early Warning of Mountain Torrent Disasters (SL675-2014), and technical requirements for project construction: Technical Requirements for Mountain Torrent Disaster Investigation, Technical Requirements for Mountain Torrent Disaster Analysis and Evaluation, and Mountain Torrent Disasters Technical Requirements for Preventing and Controlling Simple Rainfall Alarms" etc. He has won 2 first prizes of Dayu Water Conservancy Science and Technology Award of Ministry of Water Resources, and 1 second prize of Science and Technology Award of Chinese Society of Soil and Water Conservation.
