Dr. Qi Liu is currently senior engineer of Hydrology and Water Resources at China Institute of Water Resources and Hydropower Research, and served as a technical member of National Flash Flood Disaster Prevention and Control Project in China since 2015.
Dr. Liu has been working in the field of X-band fully polarized precipitation radar and national flash flood forecasting and warning, proposing the framework of multi-stage monitoring and early forecasting system which includes dynamic integration of ultra-large-scale flash flood risk early warning models, efficient management of model libraries, progressive rolling forecast and early warning technology, Multi-type risk early warning technology integration and information service standardization. The achievements have been adopted by the office of national flood control and drought relief headquarters for the flash flood prevention and control across China. The corresponding
research results have been widely used in the whole country, Fujian and Jilin and other provinces. At the same time, the technological achievements have been applied in the fields of railways, electric power, oil and gas pipelines, remarkable effectiveness have been achieved.
As the project leader or technical leader, Dr. Liu has undertaken more than 30 national, provincial and ministerial level scientific research and production projects, including the National Natural Science Foundation project, key projects of Ministry of Emergency Management, and National Key Research and Development project. Dr. Liu has published 34 academic papers (12 SCI-indexed papers), 4invention patents, 2scholarly monographs and more than 30 software copyrights.
